Intransitive:

1. To make a declaration
2. To announce one's support, choice, opinion etc.
3. For the captain of the batting side to announce the innings complete even though all batsmen have not been dismissed.

Transitive:

1. To announce something formally or officially.
2. To affirm or state something emphatically .
3. (cricket) To declare (an innings) closed.
